Competence, Claims and Cost
of RP Seafarers Tackled
A TASK force organized to tackle problems in employing
Filipino seafarers has begun to hear the issues and map out possible solutions.
The Manila Task Force held a meeting on 14 October allowing
shipowners, managers, crewing agents and unions to look at the prevailing
issues of cost, claims and competence of Filipino seafarers in the agenda.
They believe that these problems should be prioritized
given the rising cost of operations, awards of non-work related claims
settlements and the much needed training and upgrading of shipboard personnel.
Government agencies concerned in the deployment of seafarers
briefed meeting participants about the situation and presented problems
confronting the sector.
National Labor Relations Commission Chairman Roy Señeres
presented the issues on the policies of NLRC in relation to the number
of illness and injury claims being handled and decided by artbiters at
the commission.
Most owners have been concerned about the growing number
of cases involving illness and injury claims being filed by crewmembers
against employers,whose decisions have favored seafarers.
Department of Labor and Employment Secretary Patricia
Sto Tomas assured foreign owners that the Philippine government is doing
its best at all levels such as revising policies both in the administrative
and legislative levels. “We will do whatever available measures are needed
to do now,” she told reporters after the meeting.
The task force has formed working groups to consider the
main issues with members tasked to report back to the steering committee
to consolidate specific solutions to the problems.
Moderated by Filipino Shipowners Association president
Carlos Salinas, the Manila Task Force meeting was organised by the Associated
Marine Officers and Seamen’s Union of the Philippines, and attended by
representatives from ITF and owners’ groups International Maritime Employers
Committee and the International Mariners Management Association of Japan.
