A WEB page enabling workers to gain rapid access to essential information about their health and safety rights and responsibilities has been set up by the Health and Safety Executive.

The "workers’ webpage" http://www.hse.gov.uk/ workers
- covers the roles and responsibilities of employers and employees, as well as issues such as ‘whistle-blowing’ and reporting accidents.

TINIG ng Marino honors individuals  and organizations who helped advance the cause of the maritime industry. Enhancement in this field will not be realized without their invaluable assistance.  
The eight 2004 awardees are:  

  • Outstanding Master Mariner: Commodore Adonis B. Donato PCGA, Master Mariner
AS head of  seaman’s processing and registry unit of the PCG from 1977 to 1979, Comm. Donato facilitated the  issuance of thousands of seaman’s book to qualified seafarers. Also: sole rp delegate to the first stcw 1978 Convention in London, u.k. in June 1978; President of osm Maritime Services Inc. From 1994 to present, providing employment to thousands of seafarers, two-term president of pmma Alumni Assn. 1997-2000, president of Masters and Mates Association of thePhilippines since February 2004, president of Maritime Movement of the Phils. since 1999; chairman, Maritime Forum Inc. Commodore and appointed as chief, maritime safety administration of the pcga since 2002 and recently elected vice president for internal affairs, October 2004.
  • Outstanding Marine Engineer: Engr. Honorio Calica
FOR undertaking continuous education with the maritime sector’s interest in mind; for going around the country to give lectures on the new ISO 9001 series; for molding the minds of  maritime students as a professor in the Philippine Merchant Marine Academy where he himself graduated with the Chairman of the Board Award.
  • Outstanding  Public Servant: Mr. Alfonso G. Cusi
FOR his exemplary performance during his three-year stint as general manager of the Philippine Ports Authority; for his major role in the realization of the Strong Republic Nautical  Highway;  for implementing cost efficient and high impact transport modes; and for promoting transparency in governance and  uplifting the quality of life through corporate social responsibility.

HUMAN RESOURCE  DEVELOPMENT

  • Outstanding Maritime School: Philippine Merchant Marine Academy
FOR being the very first maritime institution not only in the Philippines but in the whole Asia; for producing the best seafa- rers and maritime educators in its 185 years of existence and for sailing with the waves of change by giving the best and sophisticated equipment to its students and by joining projects to further uplift maritime education.
  • Outstanding Manning Agency: Philippine Hammonia Shipagency Inc.
FOR continuously meeting and exceeding the expectations of its clients, thereby becoming instrumental in providing future job security to Filipino seafarers.Since 1979, the company has received numerous POEA Awards as well as several Presidential Citations and is a member of the POEA Hall of Fame. Of note was the First International Employers Award and the Presidential Award of Distinction for its Principals in 2002.
  • Outstanding Training Center: PHILCAMSAT
FOR providing seafarers with the best and most sophisticated training facility in the country and competent faculty members with ample sea experiences; for providing a comprehensive package of training course frameworks and instructor manual and for having fulfilled the requirements for ISO 9001:1994 (Cert.No.QSC 7640 DNV Certification BV The Netherlands), DNV Rules for Maritime Training Center and DNV Rules for Maritime Simulator Center

MARITIME SAFETY : Vice-Admiral Arthur Ngalew Gosingan

FOR ensuring maritime safety as the 19th Commandant of the Philippine Coastguard; for his impressive tour of duty as Ship Captain in Mindanao; for effectively commanding the presidential ship BRP Ang Pangulo (AT-25) during the time of  former President Fidel V. Ramos.

MARINE ENVIRONMENTAL PROTECTION: Commodore Wilfredo D. Tamayo

FOR   his effective campaign in the registration and accreditation of salvors , eliminating the proliferation of unauthorized and unsanctioned salvage operations ensuring the safety  of the activity and the protection of the marine environment from hazardous wastes.
