Mga Buwitre sa TESDA

Marami na akong naulinigan sa mga kabalbalan na nangyayari sa TESDA ngunit hindi ko alam kung gaano talaga katalamak ang mga nangyayari. Marami ang nagsasabi sa akin na sadyang napakahirap talaga ang binibigay nilang written examination na kahit ang mga marinong may labing-limang taong karanasan sa pagbabarko at may lisensiya pa na 3rd mate ay hindi lumulusot sa pagsusulit ng TESDA. Ang nakapagtataka ay mayroong nakakakuha ng 100% sa nasabing  written examination. Papaano mangyayari ito? Samantalang mga tauhan lang naman ng TESDA ang may hawak ng questionnaires at pinapalitan nila ang mga tanong araw-araw?

Bakit kaya ayaw payagan ng TESDA na bigyan ng extension ang mga nag-expire na TESDA  certificates sa barko? Gusto ba nilang pauwiin pa ang mga marino? Unang-una hindi dapat bigyan ng expiration ang ganyang klaseng mga dokumento. May expiration ba ang utak ng mga marino? Kahit ano man ang propesyon ng isang tao habang ginagampanan niya ang kanyang trabaho ay lalong lumalawak ang kanyang kaalaman. Babaguhin lang ang kanyang certificate of competency kung siya ay nabigyan na ng promosyon. Dito lang sa bansa natin  nangyayari na ang mga taong dapat bigyan pa ng medalya dahil sa kanilang ginagawang kabayanihan para sa bansa ay pinaparusahan. Sabihin nyo lang mga kabaro ko kung kailan kayo handang makipagtuos sa mga buwitre sa TESDA. Ako ang mangunguna sa inyong ipinaglalaban.

Ganyan din ang nangyari noon sa Artist Record Book (ARB) ng mga Overseas Performing Artists. Napakahirap ang screening pero sa halagang PhP 70,000, makakakuha na ng ARB kahit hindi na sila magpapakita.

Ngayon ko lang nalaman itong Merchant Marine Circular 134 na pinalabas ng Regional Office for Asia ng Panama Maritime Authority. Nakasaad sa nasabing circular na lahat ng mga endorsement na isyu ng Panama Maritime Authority ay may validity lang na limang taon. Ayon kay Chief Engineer Balmer, na isa sa bumuo ng IMO-STCW Convention 1978, maaring pakuhain ulit ng mga upgrading courses ang isang marino kung may limang taon nang hindi siya sumasakay ng barko.  Tama lang naman iyon. Ang problema, pati ang NAC certification sa mga opisyales ay may expiration din.  Ang nakakapagtaka dito ay ang NAC certification ng mga ratings ay  walang expiration. Ang malaking problema naman dito ay ayaw bigyan ng renewal certificates ang mga ratings ng Panama Maritime Authority kasi walang nakalagay na revalidation. Ang gusto lang daw ng Panama Maritime Authority ay sumulat lang ang Maritime Training Council (MTC) sa kanila at sabihing walang expiration ang NAC certificates ng mga ratings. Hindi naman siguro mahirap gawin iyon.

Mga kabaro, ipinagdiinan ng mga iilang halang ang kaluluwa ang mandatory Management Level Course (MLC) dahil sa isang sulat na ibinigay ng Commission on Higher Education (CHED) sa IMO. Hindi man lang kinonsulta ang mga maapektuhan sa sulat na kanilang ginawa. Dahil walang aksyon na ginawa ang CHED, pinangunahan ng ilang mga eksperto sa Professional Regulations Commission (PRC) ang pagpapatupad ng mga kursong ito. Mga kabaro, pumasa ang Burma, Indonesia, Myanmar, Vietnam, Thailand sa IMO “white list”. Ang ibig bang sabihin ay mataas ang antas ng kanilang edukasyon sa kursong maritima kaysa atin? Pinapatupad ba ng mga bansang ito ang nagpapahirap sa atin na mga Management Level Course?
