On its 11th year, the United Filipino Seafarers (UFS)
further reinforced its status as one of the driving forces in the
local maritime industry.
The organization, which has continuously been in the forefront
in the fight against government bureaucracy, call for industry reforms,
and well-meaning activities for the cause of the Filipino seafarers, auspiciously
marked its 11th year on December 8, 2005 at the Philippine Coast Guard
(PCG) Headquarters in South Harbor, Manila through an array of major activities
that charted the direction of the UFS in the years to come.
Highlighting the UFS 11th anniversary celebration is the
giving out of the 5th Tinig ng Marino Awards to eight known stalwarts –
three institutions and five individuals - in the maritime industry that
undoubtedly excelled in their respective categories in the year 2005.

Shortage: The Long and Short
of It

Towards the latter part of 2005, there had been a couple
of international events as well as developments in the local front which
practically highlighted the need of both the international and local players
in the global shipping industry to keep up with the trends and challenges
of the modern times.
Amid all the discussions and talks on various other topics
in each of these events, the bottomline of it all becomes clear: There
is a shortage of qualified ship officers to man the global fleet. And as
the No. 1 supplier of seafarers in the world, everybody in the global maritime
industry is looking to the Philippines to deliver.

Panama Moves to Avert Officer
Shortage in its Fleet
Institutionalizes Upgrade Courses
for Crew Promotion

In what appears to be a trailblazing move to
respond to the shortage of officers that the global shipping fleet
is currently experiencing, the Panama Maritime Authority responded to the
challenge head on by setting up a promotion system for seafarers working
onboard Panama-flagged vessels through upgrade courses instead of the typical
written licensure examinations.
Panama is the largest shipping registry in the world and
approximately 65% of Filipino seafarers in the international ocean-going
fleet are serving onboard Panama-flagged vessels.
In a circular dated October 28, 2005 and took effect on
January 1, 2006, the Panama General Directorate for Seafarers of the Panama
Maritime Authority issued to Panamanian Merchant Marine Consulates and
the initial 10 accredited maritime training centers around the world the
procedures and the list of upgrade courses required in promoting seafarers
to the next positional levels.

Officer Shortage Now at 10,000
Worldwide shortage of ship officers is now estimated
to be at 10,000 based on the fourth BIMCO/ISF Manpower Update that was
published last December 2, 2005.
The report was the result of over a year’s work by BIMCO,
ISF and the Institute of Employment Research at Warwick University, collecting
data from maritime administrations and shipping companies to build up a
comprehensive picture of the global situation regarding the availability
of seafarers for the world’s merchant fleet.
The worldwide supply of seafarers is estimated at:
466,000 officers
721,000 ratings
Worldwide demand is estimated at:
476,000 officers
586,000 ratings
